Many Windows tablets have Micro SD card slots. After the process completes, you’ll be given the option to delete the recovery partition from your device. Open the Create a recovery drive tool and use it to copy your recovery partition to a USB drive. To do this, press the Windows key to access the Start screen and type “recovery drive” to perform a search. You’ll need the USB drive if you ever want to reset or refresh your PC. This is convenient, but that recovery partition eats up gigabytes of space - about 6 GB on Microsoft’s Surface Pro 2, for example. If you need to refresh or reset your PC, Windows will load the operating system files from the device’s recovery partition. There are ways to change the data partition, it is possible to resize partitions (I've done this on my device), or you can move your /data partition to SD card, but all of these modifications require advanced knowledge, so be careful if you're not sure what you're doing.Every Windows 8.1 device comes with a recovery partition. If it says that your partition is around 1GB (seems like that's what you described), and is almost full, there simply isn't enough memory to install more apps.
